President William Ruto’s government has proposed new taxes to be implemented in the 2023/2024 financial year to fund the KSh 3.6 trillion budget

Some of the new taxes include:

A 35% personal income tax for those earning more than KSh 500,000

A 5% excise duty on human hair, artificial nails, wigs, false beards and eyelashes

A 10% excise duty on imported mobile phonesA 15% excise duty on imported paint and vernishes

A 30% excise duty on imported furniture.

A 3% turnover tax for small and medium enterprises (SMEs) with a turnover of between KSh 500,000 and KSh 15 millionThe government expects to raise an additional KSh 211 billion from these taxes

However, some of these taxes have been challenged in court by various petitioners who claim they are unconstitutional and unfair

The court of appeal has lifted the freeze on the new taxes until the appeal is heard and determined within 60 days from July 28, 2023.

Some of the reasons that President Ruto has given for imposing more taxes on Kenyans are:

1.To scale up revenue collection efforts by the Kenya Revenue Authority (KRA) to KSh 3 trillion in the 2023/2024 financial year and KSh 4 trillion over the medium term

2.To narrow the fiscal deficit to the lowest in a decade

3.To align the digital service tax (DST) with the Organisation for Economic Co-operation and Development (OECD) framework

4.To appreciate inclusivity in his administration by appointing those from opposition areas.

However, some Kenyans have expressed their dissatisfaction with the new taxes, saying they will increase the already high cost of living and make life difficult for them.
