Project Director for Informatics (Full Time / Consultancy)

Position Summary:

The Informatics Project Director will be responsible for overseeing the planning, development, implementation, and management of informatics projects based on disease surveillance data within ICAP. The Informatics Project Director will lead a multi-disciplinary team of professionals and collaborate with stakeholders including the Ministry of Health and the US Centers for Disease Control to ensure the successful delivery of projects that leverage information systems, technology, and data to drive operational efficiency and improve decision-making processes.

This position will be based in Nairobi.

Major Accountabilities:

The Project Director for Informatics will report to the Country Director and will work collaboratively with the Project Director for Surveillance and the Programs Director.

Specific responsibilities include:

• Provide leadership in project planning and strategy through the development of detailed project work plans, and timelines in accordance with donor objectives and requirements.

• Oversee project execution and management of a team of informatics professionals, including a software lead developer, business analysts, and software developers. This will further include facilitating effective communication through conducting at least weekly project status meetings and providing updates to management and the donor.

• Lead stakeholder engagement, particularly with the Ministry of Health and the US Centers for Disease Control to understand their requirements and expectations, communicate progress, and outcomes and to foster strong relationships with stakeholders to ensure their continued support and engagement.

• Establish clear quality assurance strategies to ensure project deliverables meet the required industry programming, security, and interoperability standards as well as meet the Kenya Data Protection Act or 2019 standards.

• Identify risks, issues, and dependencies to timelines and informatics products under development and preemptively develop mitigation strategies. 

• Monitor and optimize project resources through the allocation of project resources effectively including full-time and ‘surge’ short-term contracted personnel to ensure project completion on/before September 2024.

Education:

• Master’s degree in informatics, computer science, information systems, or a related field.

Experience, Skills, and Qualifications:

• Proven experience (typically 8+ years) in managing complex informatics projects from initiation to completion.

• Strong knowledge of the Kenya Data Protection Act of 2019, informatics standards, principles, data management, and information systems.

• Proven experience working with stakeholders including the Ministry of Health and the US Centers for Disease Control

• Familiarity with project management methodologies (e.g., Scrum, Agile, Waterfall) and tools.

• Excellent leadership, communication, and stakeholder management skills.

• Ability to motivate and inspire cross-functional teams to achieve project goals.

• Strong analytical and problem-solving abilities.

• Proficiency in project management software and collaboration tools.

• PMP (Project Management Professional) certification or equivalent is a plus

• Ability to work well under pressure and manage multiple projects simultaneously.
