Medical Services Director Job, Kenyan County Government Jobs, 

Turkana County Public Service Board invites applications from competent and qualified persons to fill the following positions;

TUR/CPSB/051/2022/2023; DIRECTOR MEDICAL SERVICES/SENIOR MEDICAL SPECIALIST, JOB GROUP “R” ONE (1) POST.

Duties and responsibilities

• Performing complex and advanced clinical patient management in areas of specialization including:- internal medicine, Obstetrics and Gynecology, General Surgery, ENT Surgery, Ophthalmology, Psychiatry, Anaesthesia, Pediatrics, pathology, Radiology, Public Health or other specialties recognized by the Board.
• Coordinating training, coaching and mentoring of health personnel;
• Managing health stores including essentials medicines and/or plant and equipment;
• Managing larger facilities/hospitals
• Developing intervention activities or programs for the management of diseases and conditions;
• Developing intervention activities or programs for the management of diseases and conditions;
• Developing medical standards operating procedures (SOPS) and protocols;
• Developing training curricular and syllabi in collaboration with training institutions;
• Coordinating emergency response and clinical care;
• Coordinating health projects and programmes;
• Managing health information systems;
• Carrying out health surveys and research and monitoring the provision of forensic and medico-legal services.

Qualifications

For appointment to this grade, an officer must have:

• Served as a senior Assistant Director of Medical Services/Medical Specialist 1 for a minimum period of three (3) years;
• Bachelor’s of Medicine and Bachelor of Surgery (M.B.Ch.B) degree from an institution recognized by Medical Practitioners and Dentists Board;
• Masters degree in any of the following fields; Medicine, Anesthesis, Cardiothoracic Surgery; Dermatology, Ear, Nose and Throat, Otorhinolaygology, Family Medicine, General Surgery, Geriatrics, Internal Medicine, Microbiology, Neurosurgery, obstetrics and Pediatrics and Child Health, Palliative Medicine, Pathology, Plastic and Reconstructive Surgery, Psychiatry, Public Health, Radiology, Health Systems Management, Health Economics, Health Informatics, Epidemiology, Global Health Policy, Public Health Microbiology and Emerging infectious Diseases, Biostatistics or equivalent qualification from an institution recognized by the Medical Practitioners and Dentists Board
• Certificate of registration by the Medical practical and Dentists Board;
• Valid practicing license from medical practitioners and Dentists Board;
• Certificate in Senior Management Course lasting not less than four (4) weeks from a recognized institution;
• Certificate in computer application skills from a recognized institution; and
• Demonstrated professional competencies and managerial capability as reflected in work performance and results

Terms of Service: Local Contract (3 Years)

NOTE

• Members of Audit Committee shall serve on need basis and as prescribed by the Public Finance Management Act and for a period of three years
• This is not a salaried Members shall be paid allowances on account of attendance of audit committee meetings as determined by County Treasury in consultation with other relevant entities
• Section 167 (6) of PFM (County regulations) indicates that majority of members appointed to the audit committee shall not be past or present employees of the entity, and shall not have served as an employee or agent of a business organization which has carried out any business with the concerned entity in the last two years.
• Any code of conduct of public officers shall also apply to members of the audit committee in relations to their functions, powers, and duties as members of the committee
